What is a West Bengal Student Credit Card?

The West Bengal student credit card scheme was introduced by the Higher Education Department of the West Bengal government in June 2021 to help students pursue higher education without getting burdened by financial hurdles. Similar to the other education schemes by the state government, this scheme too aims to facilitate meritorious poor students by providing them with a chance of accessing quality education.

With the student credit card from the West Bengal government, students in the state can avail collateral-free loans to the tune of ₹10 Lakhs to support their education. One of the other advantages that students get to enjoy by availing this scheme is the interest rate. The loans availed by students are offered at nominal simple annual interest rates, not exceeding 4% per annum.

How to Apply for a West Bengal Student Credit Card

The West Bengal student credit card application process is essentially a two-stage process. You would have to first register yourself as a student on the appropriate portal hosted by the state government. Only when the registration is done successfully will you be allowed to apply online for a student credit card from the West Bengal government. Here’s a step-by-step guide that you can use to apply for the student credit card

Steps to Register Yourself as a Student 

Let’s first take a look at the steps that you would have to follow to get yourself registered as a student. 

  • Step 1: Visit www.wb.gov.in or https://banglaruchchashiksha.wb.gov.in and click on the ‘STUDENT CREDIT CARD’ tab. Alternatively, you can also visit this link - https://wbscc.wb.gov.in and click on the ‘REGISTRATION OF STUDENT’ option.

  • Step 2: Fill the form with your basic details such as your name, date of birth, gender, Aadhaar number.

  • Step 3: Enter the name, state and district of the institution along with the program’s name and type.

  • Step 4: Enter your contact details such as your mobile number and email ID.

  • Step 5: Create a strong password and re-enter the same.

  • Step 6: Click on ‘Register’ to complete the registration process.

  • Step 7: You will have to now verify the request by entering the OTP sent to your registered number. 

Once the registration is complete, a unique ID will be generated and sent to you on your phone. This ID will be used for all further communication related to the West Bengal student credit card. 

Steps to Apply Online for a Student Credit Card from the West Bengal Government

Now that you’ve been registered as a student, you can proceed to apply for the credit card on the WB Student Credit Card Portal. The steps that you would have to follow are listed below.

  • Step 1: Visit the West Bengal student credit card portal on https://wbscc.wb.gov.in/. 

  • Step 2: Proceed to login by entering your registration number, password and the Captcha provided.

  • Step 3: Once you’re logged in, check your registration number, name and contact details displayed on the dashboard.

  • Step 4: Click on the ‘Apply Now’ option to apply for a loan.

  • Step 5: Fill in the personal details requested such as student’s name, father’s name, mother’s name, co-borrower or legal guardian’s name, mobile number, date of birth, caste and highest qualification, among others.

  • Step 6: If you do not have an Aadhaar card or PAN card, you would need to select ‘No’ against the same. In this case, you will be required to download, fill and submit an Undertaking Document.

  • Step 7: Fill in the co-borrower’s details such as their occupation, caste and address, among others. 

  • Step 8: Enter your present and permanent address details such as your house number, PIN code, state and assembly.

  • Step 9: Enter your course details such as the course fee, the year of commencement of the study and the amount of loan required, among others.

  • Step 10: Fill in your bank details as well as that of the co-borrower, such as the IFSC, branch name and the name of the bank in which loan has been applied. 

  • Step 11: If you wish to make any changes to the application, click on the ‘Edit Loan Application’ tab on the left-hand side.

  • Step 12: If you don’t wish to make any changes, simply click ‘Save & Continue’.

  • Step 13: Upload all the scanned supporting documents including coloured photographs and signatures of the applicant and co-borrower, Aadhaar card (10th standard pass certificate to be uploaded if Aadhaar is not available), co-borrower’s address proof and admission receipt.

  • Step 14: Authorise the application and click on ‘Save & Continue’.

  • Step 15: Review the application details and click on ‘Submit Application’.

  • Step 16: Confirm your submission request.

The Higher Education Department of West Bengal, post verification of the application, will forward the same to the bank for credit card issuance and sanctioning of the loan. The bank will then issue a physical card as per the RBI guidelines. 

Here’s something that you should know. To avoid discrepancies, the student credit card portal shall be maintained by both the education department and the Nodal Officers of the respective banking institutions.

Who Can Benefit from a Student Credit Card of West Bengal? 

The student credit card offered by the West Bengal government is designed to benefit students who have passed Class IX and are looking to pursue higher education. Since the scheme offers collateral-free loans of up to ₹10 Lakhs at very low annual interest rates, students who have financial difficulties can immensely benefit from it. 

The student credit card loan that you avail can be used to take care of your educational expenses and other non-institutional expenses such as hostel fees, educational excursions, off-campus rent and course projects. 

Eligibility Criteria & Documents Required for a West Bengal Student Credit Card

  • You must be an Indian national as well as a resident of West Bengal for the last 10 years or more, at the time of application.

  • You should have completed your Class IX education from any of the recognized Boards in West Bengal.

  • You must be enrolled for higher studies in India or abroad.

  • You must have taken admission in a school, madrasa, colleges, university or other institutes like IITs, IIMs, IISc, IIESTs, ISIs, NLUs, AIIMSs, NITs, XLRI, BITS, SPA, NID, IIFTs, ICFAI Business School etc., or in a coaching institute to prepare for competitive examinations such as Engineering, Medical, Law, IAS, IPS, WBCS, or SSC, among others.

  • You should not be more than 40 years old.

Documents Required for a West Bengal Student Credit Card 

  • A coloured photograph of the applicant

  • A coloured photograph of the co-applicant / co-borrower

  • Registration certificate for Class 10 Board (in the absence of Aadhaar card)

  • Co-borrower’s Aadhaar Card.

  • Official document from the institution with course details such as course fee/tuition fee.

  • Admission Receipt

  • Applicant’s PAN Card or the undertaking form available in the portal (if no PAN).

How to Track Application Status for WB Student Credit Card

Loans against student credit cards in West Bengal can be easily tracked by visiting the official website. All that you need to do is simply, visit the following link - https://wbscc.wb.gov.in/ and log in by entering your registration number, password and the Captcha. On the dashboard, you will be able to view your loan status.

If there is any discrepancy in the loan application, the institution will return the application to you. You can click on the ‘Edit Loan Application’ to verify and resubmit your application.

What is the Interest Rate and Repayment Period for WB Student Credit Card?

By using the West Bengal student credit card, you can get a loan of up to ₹10 lakhs at a simple interest rate of 4% per annum. For girl students, there’s an additional concession of about 0.5% per annum, which brings the interest rate down to just 3.5% per annum.  Also, there is a 1% interest concession if the repayment of the loan is started during the period of study itself. 

All students availing the scheme are eligible for a one-year moratorium or repayment holiday from the time of completion of the course or from the time of employment, whichever is earlier. The repayment period for a West Bengal student credit card is 15 years including the one-year moratorium repayment holiday.

Here’s something that you should know. You can apply for the student credit card loans through State Cooperative Banks, affiliated Central Cooperative Banks, District Central Cooperative Banks, and Public or Private Sector Banks.

Important Points to Remember

There are a few things that you should keep in mind before you proceed to apply online for a student credit card from the West Bengal government. Here’s a quick look at a few of the key pointers. 

  • You can use up to 20% of the loan for living expenses during the course of the study. 

  • In the case of government institutions, the maximum amount that you can claim as living expenses is capped at ₹2 Lakhs for the entire course of study. 

  • You can only spend up to 30% of the loan amount for non-institutional expenses during the course of the study. 

  • In the case of government institutions, the maximum amount that you can claim as non-institutional expenses is capped at ₹3 Lakhs for the entire course of study. 

  • Course expenses such as tuition fees and other expenses will be remitted directly to the institution’s bank account.

  • You can use the card to study both in India as well as abroad.

  • Marks is not an evaluation criterion for the West Bengal student credit card scheme.

  • The student credit card is not transferable.

  • If the card is damaged, you can reach out to the issuing bank for a replacement card.

  • There is no income ceiling to apply for a WB student credit card.

  • It is mandatory to apply for the student credit card loan jointly with a registered co-borrower.
