What is a West Bengal Student Credit Card?

Student credit cards are special credit cards designed for students who do not have a source of income to fund their studies. Like other credit cards, they let you borrow money on the card whenever you need it, thereby allowing you to pursue the much-needed higher education without any financial hurdles. One such student credit card scheme was introduced by the West Bengal state government in June 2021, known as the West Bengal Student Credit Card. Under this scheme, loans are to be disbursed to needy students to help them pay for their schooling. Read on to know everything about the Student Credit Card Scheme of the West Bengal government.

What is the Objective Behind the Student Credit Card of West Bengal?

The Student Credit Card West Bengal Scheme was introduced by the Higher Education Department of the West Bengal government to help students pursue higher education without the burden of financial constraints. Like the other education schemes by the state government, this scheme too aims to facilitate meritorious poor students by providing them with a chance of accessing quality education.

Who can Benefit from a Student Credit Card of West Bengal?

You can avail a West Bengal student credit card if you have completed your Class IX studies and are looking to pursue higher education. As the loan is collateral-free with a low rate of interest you do not have to endure any financial hassles. You can use the money for institutional as well as non-institutional expenses such as hostel fees, educational excursions, off-campus rent, course projects, etc.

Eligibility Requirements for West Bengal Student Credit Card

The eligibility requirements of the West Bengal student credit card are as follows:

  • You must be an Indian national as well as a resident of West Bengal for the last 10 years or more, when applying for the card.

  • You should have completed your education till Class IX from any of the recognized Boards in West Bengal.

  • You must be enrolled for higher studies in India or abroad.

  • You must have taken admission in a school, madrasa, colleges, university or other institutes like IITs, IIMs, IISc, IIESTs, ISIs, NLUs, AIIMSs, NITs, XLRI, BITS, SPA, NID, IIFTs, ICFAI Business School etc., or in a coaching institute to prepare for competitive examinations such as Engineering, Medical, Law, IAS, IPS, WBCS, SSC, etc.

  • You should not be more than 40 years old.

Documents Required to Apply for a Student Credit Card

The documents required to apply for a credit card for students offered by the West Bengal state government are as follows:

  • A coloured photograph of the applicant

  • A coloured photograph of the co-applicant / co-borrower

  • Registration certificate for Class 10 Board (in the absence of Aadhaar card)

  • Co-borrower’s Aadhaar Card.

  • Official document from the institution with course details such as course fee/tuition fee.

  • Admission Receipt

  • Applicant’s PAN Card or the undertaking form available in the portal (if no PAN).

  • Co-borrower’s PAN Card or the undertaking form available in the portal (if no PAN).

  • Income certificate

In some cases, the bank may request additional documents for verification.

How to Apply for a West Bengal Student Credit Card?

If you want a student credit card of West Bengal, you can apply online by following the steps mentioned below:

How to Register for West Bengal Student Credit Card Online?

  • Visit www.wb.gov.in or https://banglaruchchashiksha.wb.gov.in and click on the ‘STUDENT CREDIT CARD’ tab. Alternatively, log in to https://wbscc.wb.gov.in and click on the ‘REGISTRATION OF STUDENT’ option.

  • Fill up the form with the basic details such as name, date of birth, gender, Aadhaar number.

  • Enter the name, state and district of the institution along with the program name and type.

  • Enter the contact details such as the mobile number and email ID.

  • Create a strong password and re-enter the same.

  • Click on ‘Register’ to complete the registration process.

You will have to now verify the request by entering the OTP sent to your registered number. Once the registration is complete, a unique ID will be generated and sent to you on your phone. This ID will be used for all further communication related to the West Bengal student credit card.

How to log in to WB Student Credit Card Portal and Submit the Application?

  • Visit the West Bengal Student Credit Card website on https://wbscc.wb.gov.in/

  • Proceed to login by entering your registration number, password and the Captcha provided

  • On the dashboard, check the registration number, name and contact details.

  • Click on the ‘Apply Now’ option to apply for a loan.

  • Fill in the personal details requested such as student’s name, father’s name, mother’s name, co-borrower/ legal guardian name, mobile number, date of birth, caste, highest qualification, etc.

  • If you do not have an Aadhaar card and/ or PAN card, you would need to select ‘No’ against the same and download, fill and later submit the Undertaking Document.

  • Fill in the co-borrower details such as the co-borrower's occupation, caste, address proof, etc.

  • Enter the present and permanent address details such as house number, PIN code, state, and assembly.

  • Enter the Course and income details- course fee, year of commencement of the study, loan amount required, etc.

  • Fill in your bank details as well as that of the co-borrower, such as IFSC Code, branch name, bank in which loan has been applied, etc.

  • In case of any changes click on the ‘Edit Loan Application’ tab on the left-hand side.

  • Click on ‘Save & Continue’.

  • Upload the scanned supporting documents which include coloured photographs and signatures of the applicant and co-borrower, Aadhaar card (10th standard pass certificate to be uploaded if Aadhaar is not available), co-borrower’s address proof, and admission receipt.

  • Authorise the application and click on ‘Save & Continue’.

  • Review the application details and click on ‘Submit Application’.

  • Confirm your submission request.

The Higher Education Department, post verification, will forward the application to the bank for credit card issuance and sanctioning of the loan. The bank will then issue a physical card as per the RBI guidelines. Do note that to avoid any discrepancies, the portal will be maintained at the department, institution, and bank-level, by the Nodal Officer.

How to Track Application Status for WB Student Credit Card?

Loans against student credit cards in West Bengal can be easily tracked by visiting the official website. Simply, visit https://wbscc.wb.gov.in/ and log in by entering your registration number, password and the Captcha provided. On the dashboard, you will be able to view your loan status.

If there is any discrepancy in the loan application, the institution will return the application to you. You can click on the ‘Edit Loan Application’ to verify and resubmit your application.

What is the Interest Rate and Repayment Period for WB Student Credit Card?

Using a student credit card in West Bengal, you can get a loan of up to ₹10 lakhs at a simple interest rate of 4% per annum. There is a 1% interest concession provided if the interest is paid in full during the course of the study. Do note that such a loan can be applied from the State Cooperative Bank, affiliated Central Cooperative Banks, District Central Cooperative Banks, and Public/ Private Sector Banks.

The repayment period for a West Bengal student credit card is 15 years including the Moratorium/ repayment holiday.

Points to Remember about West Bengal Student Credit Card

Here are a few things you should remember when applying for a West Bengal student credit card-

  • You can use up to 20% of the loan for living expenses during the course of the study.

  • You can only spend up to 30% of the loan amount for non-institutional expenses during the course of the study.

  • Course expenses such as tuition fees and other expenses will be remitted directly to the institution’s bank account.

  • You can use the card to study both in India as well as abroad.

  • Marks is not an evaluation criterion for the West Bengal Student Credit Card Scheme.

  • The student credit card is not transferable.

  • If the card is damaged, you can reach out to the issuing bank for a replacement card.

  • There is no income ceiling to apply in the WB student credit card.

  • It is mandatory to apply for the student credit card loan jointly with the registered co-borrower.
