Benefits of Smart Card Driving License

For a lot of working class Indians, a two wheeler is a primary requirement. They depend on it for their daily commute to work, for shopping, to travel short distances within and even outside the city. We all know that the basic requirements for driving are a driving license, a registration certificate, a PUC certificate, and a two wheeler insurance. If you’re looking for comprehensive insurance coverage for your bike, you might want to check out Bajaj Allianz Two Wheeler Insurance, available on Finserv MARKETS.

The very first document that people usually get made as soon as they learn to drive or reach the eligible age is a driving license. It is a document that is also widely accepted as ID proof. We all know what a driving license is, but what is a smart card driving license and how is it different?

The Motor Vehicles Amendment Act, 2019

The government of India recently amended the Motor Vehicles Act, which mentions documents and other requirements for driving, and fines and penalties for driving related offences. As per the amendment1, there will be a uniform design for the driving license across India. Earlier, licenses were in the form of booklets and were issued by the respective state. The new smart cards are issued by the government of India.

The smart card driving license

The earlier paper books were prone to wear and tear. The new smart card is a tamper-proof card made of plastic. It has a 64kb microprocessor chip embedded in it that stores your information. This information includes signature, photograph, biometrics, demographics, etc. It has additional security features like colour pattern, design, hologram, logo, etc. This means that it is all the more difficult to duplicate this card, making it a safer document.

How to apply for a smart card driving license?

If you want to apply online, visit the Sarathi Parivahan site by the Union Ministry of Highways and Road Transport. Then, select your state, and enter your personal details (name, address, age, immediate family member data, blood group, educational qualification, class of vehicle). You will then receive a web application number. Make a note of it for further reference. Once the application is processed, you have to visit the RTO for a test. There will be questions testing your basic knowledge about traffic rules and vehicles. Once you pass the test, you will get a learner’s license. Within six months of obtaining the learner’s license, you have to book a spot for your permanent driving license test online, along with payment. Go to the RTO for your test in time and drive the vehicle as directed. If you pass the test, the smart card driving license will be delivered to your registered address.

If you want to apply offline, form no.4 (the application form) is downloadable from the website or available at RTOs.

Eligibility for a smart card two wheeler driving license

For two wheelers without gears (with a maximum capacity of 50 cc), the applicant must be at least 16 years old. For two wheelers with gears, the applicant must be at least 18 years old. The applicant must be aware of traffic regulations and rules in general, and must have a valid age proof and address proof.

Why has two wheeler insurance become more important?

Apart from the smart card driving license, another important thing to have is a two wheeler insurance. Let us first understand why insurance is important.

As per the Motor Vehicles Amendment Act, fines for a lot of traffic related offences have gone up. One is these is driving an uninsured vehicle. The fine for driving an uninsured vehicle was Rs.1000 and/or punishment upto three months. Now, it is Rs. 2000 and/or imprisonment up to 3 months for the first offence and fine of Rs. 4000 and/or imprisonment up to 3 months for the second offence.2

Another and more important reason for getting a two wheeler insurance is the increasing number of road accidents in the country. Of course, there is risk of theft and natural disasters as well. Although you take care and do your best to prevent these occurrences, the risk still prevails. It is thus best to secure your vehicle with a two wheeler insurance.
