The Motor Vehicles Amendment Act, 2019

The government of India recently amended the Motor Vehicles Act, which mentions documents and other requirements for driving, and fines and penalties for driving related offences. As per the amendment1, there will be a uniform design for the driving license across India. Earlier, licenses were in the form of booklets and were issued by the respective state. The new smart cards are issued by the government of India.

How to apply for a smart card driving license?

If you want to apply online, visit the Sarathi Parivahan site by the Union Ministry of Highways and Road Transport. Then, select your state, and enter your personal details (name, address, age, immediate family member data, blood group, educational qualification, class of vehicle). You will then receive a web application number. Make a note of it for further reference. Once the application is processed, you have to visit the RTO for a test. There will be questions testing your basic knowledge about traffic rules and vehicles. Once you pass the test, you will get a learner’s license. Within six months of obtaining the learner’s license, you have to book a spot for your permanent driving license test online, along with payment. Go to the RTO for your test in time and drive the vehicle as directed. If you pass the test, the smart card driving license will be delivered to your registered address.

Eligibility for a smart card two wheeler driving license

For two wheelers without gears (with a maximum capacity of 50 cc), the applicant must be at least 16 years old. For two wheelers with gears, the applicant must be at least 18 years old. The applicant must be aware of traffic regulations and rules in general, and must have a valid age proof and address proof.
