Delhi Transport Department heads all Regional Transport Offices in Delhi and is run by the Transport Commissioner. Under the Motor Vehicles Act 1988, a driving licence is issued by the Transport Department of Delhi to an individual who wants to drive a motor vehicle in India. A learner’s licence is a mandatory document required to be produced while applying for a permanent driving licence. When an applicant turns 18 and has completed a period of one month with a learners licence, they become eligible to apply for getting a permanent driving licence in Delhi. Applicant must be aged between 18 and 20 to apply drive a non-transport motor vehicle throughout India. To drive transport vehicles, the applicant must seek permit only when they are above 20 years of age and have been driving a non-transport motor vehicle for at least a year.
A computer-based learner’s test is a mandatory requirement for first-time applicants. Centres for the same are allotted by the RTOs. The two-wheeler and three-wheeler driving test in Delhi also includes a ground test and a road test. The road test checks your knowledge of traffic rules as your drive. A Motor Vehicle Inspector will conduct the test and ask you to reappear the test after 7 days if he/she isn’t satisfied.
The driving licence fee in Delhi is the same for all Regional Transport offices in Delhi. INR 400 is charged for the driving licence. For an international licence, the driving licence fee is INR 1000. The driving license fee in Delhi needs to be submitted in cash only at the Regional Transport Office.

An International Driver’s Permit (IDP) can be procured at a zonal RTO
An IDP can be obtained for a span of a year.

Once the above documents have been duly deposited with the RTO and are verified, you should receive your IDP within a span of 3 days.
If you have lost or had your driving licence damaged, it is recommended that you apply for a duplicate driver’s licence before the completion of 6 months from said loss or damage. If you apply after 6 months, you would need to write to the Transport Department for authorization. Your duplicate licence will be issued for the same period of time as your previous licence.
