According to the Motor Vehicles Act, driving without a licence is punishable by law in India. In Haryana, driving licence candidates will find the process relatively simple. It involves first applying for a learner’s licence. After holding it for one month, one can then apply for a permanent licence any time before their learner’s licence becomes invalid within 6 months of being issued.
Haryana issues licences based on the type of vehicle:
Gearless Motorcycle: includes motor vehicles like scooters or mopeds.
Gear-enabled Motorcycle: includes all two-wheelers with a gear.
Light motor automobile: includes private cars like hatchbacks, sedans, etc.
Transport automobile: includes larger vehicles like trucks, vans, buses, etc.

Invalid carriage
Prior to applying for their permanent licence, all first-time candidates must obtain a learner’s licence. Learner licence applicants can be 16–18 years old.
Candidates should be at least 18 years or older to apply for their permanent driving licence and lawfully drive their motor vehicle.
The application for a permanent driver’s licence must be given at least one month and within six months from the date on which the learner’s licence was issued.
Those aged 20 or older and already holding their learner’s licence, and have experience driving a non-transport automobile for at least a year, are eligible to apply for a transport vehicle licence.
Applicants must be aware of and conform to all the current traffic laws.
These documents are to be submitted to the nearest concerned RTO by the applicant:
Proof of age (any one or more of the following): PAN Card, Aadhar Card, Voters ID, house rent bill, utility bill, etc.
Proof of Address/Residence (any one or more of the following): Utility bill, Ration card copy, rental/ lease agreement.
Form 4 duly-filled, which is the driving licence application form in Haryana.
3 passport-sized photos.
A driver-training certificate, if you are applying for a commercial or transport vehicle driving licence.

This process can be done online or offline.
Open the website link parivahan.gov.in Click on ‘Driving licence Related Services’ under the ‘Online Services’ tab. Enter ‘Haryana’ when the state is asked, and choose ‘Apply Online.’ Fill the form and submit it online. Upload all necessary documents online as well.
Alternatively, one can carry all required documents to the RTO as ask an official to fill out Form 4 for you. To verify the documents, whether you have applied online or offline, visiting the RTO is necessary. At this point, one can also book their driving test slot, and pay the fee for applying. Once you pass the driving test, the licence will be delivered to your doorstep.

In the case of loss, damage or theft of one’s original licence, one can issue another driving licence in Haryana, referred to as a duplicate. In Haryana, a driving licence duplicate application needs to be submitted before 6 months have passed from the date of one’s original licence getting lost or damaged. The following documents required to bring to the RTO:
A copy of the FIR in case your licence was stolen.
An Affidavit giving the basis for applying for a duplicate licence.
Duly filled Form LLD.
Documents proving the age and address of the applicant.

If your licence is about to expire, it is important to renew driving licence at least 1 month prior to the expiry. In Haryana, driving licences have a 20-year validity, after which they expire. Alternatively, depending on which happens sooner, they can also expire when the applicant reaches the age of 50. On the other hand, a commercial driving licence in Haryana comes with a 3-year validity from the date of being issued. To renew a driving license in Haryana, the following documents are necessary:
Duly Filled Form 9
Copy of Original Driving license
A fee of ₹200, if issuing 30 prior to expiry and ₹300 after the first 30 days of expiration have passed.

RTOs in Haryana also issue IDP (International Driving Permit) to candidates who plan to go abroad to work. To obtain an international driving license in Haryana, the IDP form has to be filled, where important details like the purpose of one’s visit, the duration of one’s stay, and details regarding the countries to be visited should be provided to the concerned RTO. This license will be issued for one year for individuals older than 18, and the following documents are required:
Applicant’s passport (valid)
Relevant visa.
Duly-filled Form 4A.
Fee for your application of ₹1000.
