Learning Licence Online - How to Apply for Learning Licence

In order to streamline the driver licences being issued across several states in India, the Ministry of Road Transport and Highways issued a notification last year for a uniform design for all driver’s licences and vehicle registration certificates across India. Both the cards will now feature a microchip and QR code which will prove handy to catch traffic violators.

Applicants can now easily track the status of their driving licence online, which is mandatory as per the Motor Vehicles Act India. However, you need to first procure a learning licence for the vehicle in question, without which no one is legally allowed to learn driving on Indian roads.

What is a Learning Driving Licence?

It is a temporary or provisional licence issued by the state or regional transport office (RTO) after an applicant passes a written or online test that proves his or her knowledge of basic rules governing traffic. He or she can then practice driving under the supervision of a driving instructor. Learning driving license is a mandatory document and the first step in the process to obtain a permanent driving licence.

Types of Learning Licence

Depending on whether you are looking to drive a commercial or private vehicle, learners licence can be categorized into:

  1. Transport vehicle: This includes light motor vehicles such as jeeps, auto rickshaws etc. or medium passenger or goods vehicles such as delivery vans, tempos and minivans used to carry people or transport goods. Heavy vehicles such as public transport buses and huge trucks or vans used for commercial transport of goods are also included.
  2. Personal vehicle: It includes motor vehicles with an engine capacity of 50cc or less, or more, with or without gear. Mopeds, bikes, scooters and light motor vehicles such as cars, SUVs, etc. fall in this category

Type of learning licence


Gear based motorcycles

18 years old or above

Gearless motorcycles with 50cc or less engine capacity

Minimum 16 years of age. Those less than 16 years would require the consent of a parent or guardian for application

Commercial heavy vehicle

18 years old or above having completed schooling till 8th standard. The age limit could be 20 years and above in some states

Documents Required for Learning Driving Licence

Whether you are filling your online learning licence or doing so offline, you will need the following documents:

  1. Proof of age: A copy of either your birth certificate, voter ID card, school leaving certificate, PAN card or passport is sufficient for the purpose

  2. Proof of address: Your passport, life insurance policy, ration card, electricity or telephone bill or pay slips issued by the state or central government is required

  3. Medical certificate along with forms signed by a certified government doctor

  4. Passport size photographs and the filled form

Online Learning Licence Application Process

A. Learning Licence Application Process

  • You can obtain your online learning licence by logging onto the RTO website of your respective state.

  • Fill up your basic personal details such as name, date of birth, complete postal address amongst others.

  • Scan age and address proofs as outlined above and upload them.

  • Proceed to select the time for learning driving license test if available.

  • Pay the fees online, after which you will receive a notification with a receipt, that you need to show when you appear for the test.

You can also apply for a learning licence at your nearest RTO office, in case you cannot identify the process to obtain an online learning licence in your state or on the website of your RTO. Procure the application form available at the RTO and fill it, while duly attaching documents as proof of age and address along with the requisite fees. The RTO official will schedule your learner’s licence test as per the available dates and times in the calendar.

B. Fees for obtaining a learner’s licence

In order to obtain a learner’s licence, you would be required to pay a fee of Rs. 150, while submitting your application.

Learning driving licence test

It is a computer-based test that analyses the knowledge of road rules, regulations, signals and signs. Applicants must familiarize themselves with these topics to get a learner’s licence details. Out of the 20 marks allotted in the test, a candidate is declared passed with 12 marks. Upon the successful completion of the test, the learning driving licence is issued to the individual.

Duplicate Learner’s Licence

A. Documents Required For Duplicate Learners Licence

If your learner’s license is lost or has been misplaced, you can apply for a duplicate learner’s licence. You would require the following documents in order to do so:

  • Proof of Age

  • Proof of Address

  • Passport Sized Photos (2)

  • Police Report, if you’ve lost or misplaced your licence

B. Fees For Duplicate Learners Licence

You would also need to furnish details like your learner’s licence number, your date of birth and your parent’s names. You would need to pay a fee of Rs. 50 for a duplicate learner’s licence.
