The eligibility criteria for obtaining a permanent Odisha driving licence are:
Age Requirement - an applicant must be at least 18 years of age to operate a light motor vehicle and at least 20 years of age to operate a transport vehicle.
A learner’s licence is granted by the RTO to an applicant basis on which the applicant learns how to operate a vehicle. After at least 30 days of the issuance of the learner's licence and before the expiry of 180 days since such issuance, a permanent driving licence is granted.
The applicant should have a firm grasp of road safety rules, traffic regulations and of course proper technical knowledge on how to operate a vehicle. The applicant will be tested by the relevant RTO on these skills before a permanent licence is granted.
The following documents are needed to apply for a driving licence:

A copy of the learner's licence.
