Go to www.uptransport.co.in, and print the online application form.
Enter all the necessary details and attach the required documents. Submit the application form online or at the RTO. You can submit it online via sarathi.nic.in
The sarathi web portal will display an ‘Application for New DL’ option.
Select ‘New Driving Licence”, fill in all the relevant details, attach the necessary documents and submit the form
Make note of your application number and schedule a driving test slot.
Complete the payment procedure.
Appear for your driving test on the scheduled day.
Upon passing the test, your driving licence will be delivered to you.
You can apply for a driver licence both offline and online. As pandemic restrictions ease up, you may prefer to apply in person. Here are the steps you need to follow while applying offline:
Submit a request for the application form at your local RTO or get the form online.

Every driver’s licence applicant must pass the driving test to get their licence. The test is conducted in the presence of a Motor Vehicle Inspector at the applicant’s local RTO and is conducted with the applicant’s own vehicle.
This test typically requires the applicant to drive the vehicle on a track in figure 8 in the indicated area without their feet touching the ground, and without brushing against the side rails. If this test is cleared, the applicant is required to ride a certain distance on the road following all traffic rules and regulations.
This test is similar to the previous one, the applicants are asked to drive in an H, while avoiding obstacles in their course. The applicant can then proceed to the road test. If the applicant fails the test, they can retake it a week later after paying a nominal fee.

In order to get an international driving licence in UP, you can visit your nearest RTO to apply for a permit. There is no test required for the same, but you do require a permanent driving licence and the below documents:
Nationality proof
Attested copy of the permanent driving licence, visa and passport
Attested copy of a residence proof
5 passport-sized photos

Obtaining a valid driving licence is an absolute must for every citizen in India who wishes to drive legally in the country.
