No Objection Certificate is legal documentation that is issued by the RTO (Regional Transport Office). Having a NOC means you can easily transfer your vehicle within your state or from your state to another. You may follow these instructions to get a NOC for your vehicle online.
Visit the website Parivahan, put the registration number of your car and proceed and click on the option “ Application for No Objection Certificate”. Put the last 5 digits of the chassis number of your vehicle on the next page, and fill out all the asked details and upload all the documents. Pay the fees, download the application and the payment receipt. Physically submit the form along with the acknowledgement receipt to the RTO.

If you are moving to a state or union territory for less than 90 days, you don’t have to apply for an address change or vehicle re-registration. However, if you move for a duration longer than this, you will need to obtain a NOC or No Objection Certificate for your vehicle from a local RTO near you. This document is necessary to register your vehicle in a new State. The purpose of a NOC is to certify that there are no pending taxes or dues on your vehicle.
According to the Motor Vehicles Act, 1988, NOC for a vehicle is required during the following circumstances.
During the transfer of ownership of the vehicle
The transfer of ownership of a vehicle happens under three possible scenarios. The sale or purchase of the vehicle could be due to the demise of the original owner or auctioning for other reasons. Under all these given circumstances, the new owner must obtain a NOC from the original RTO where the vehicle was registered, in order to legitimize the resale or transfer of ownership of the vehicle.
During vehicle re-registration in a different State or Union Territory
A vehicle needs to be re-registered when you (the vehicle’s owner) move permanently from one state or union territory to another. In this case, you can procure a NOC from the RTO where you had registered your vehicle. However, as mentioned, if you are moving to another state for less than 3 months, you do not need to get a NOC.
The Ministry of Road Transport has enabled the online application of NOC through the Parivahan website. However, the process has not been enabled for all the states. Before applying for NOC online, you should check whether online NOC for your State is available on Parivahan.
You can follow the given steps to apply for your vehicle’s NOC online.
Visit https://parivahan.gov.in/parivahan//en/content/vehicle-related-services and select your State from the dropdown menu.
You will be redirected to a new page. Here, enter your vehicle’s registration number and your respective RTO.
Once you are logged in through the registration number, click on the ‘Application for No Objection Certificate’ option.
A new page will open up where you will have to enter details about your vehicle.
Upload the relevant documents required for the process.
Make the online payment and download all the receipts.
Take a printout of the forms and receipts and visit your RTO to submit these documents.
Your NOC will be delivered to you post verification of the documents.
To apply for a NOC, there are certain necessary documents. Keep soft copies of the following documents handy so your application is a hassle-free process:
Certificate of registration for your vehicle (RC)
Certificate of vehicle insurance
With respect to commercial purpose vehicles, a fitness certificate, and permit of use
Your vehicle’s pollution under control certificate that tests for emission
Duly obtained consent by your vehicle’s financier (if financed) on CMV Form 28. This is necessary provided the vehicle is covered by an HPA, lease agreement, or hypothecation
A pencil print of the chassis and engine number
Your KYC documents which include valid documents for identity proof and address proof
As with any important document, a no objection certificate is valid for a certain duration after which it expires, and re-registration is necessary. This period is six months since you first obtained your NOC.
You must note that a NOC is not only mandated when transferring your vehicle from State to State but also when you sell your vehicle to somebody in a different State or Union Territory. Interstate vehicle transfers from a buyer to the seller also require their own paperwork in India and NOC is among the necessary documents.
