Road tax is a tax on vehicles imposed by both, the State and Central Government of India. At times, the tax is also payable to local bodies. Every vehicle/automobile owner has to pay road tax to the concerned Regional Transport Office (RTO), either annually or as a one-time payment. Both commercial and private vehicle owners have to pay road tax on the basis of factors like engine capacity, vehicle type, seating capacity, cost of the vehicle, the weight of the vehicle, etc. Road tax also includes toll tax, which is collected by vehicles travelling on a particular stretch of the concerned state/national highway.
Road tax is levied by the government to provide for the cost of construction and maintenance of roads. Paying road tax enables the government to develop and maintain a better network of roadways. This, in turn, translates into better transportation facilities for citizens. Road tax is also utilized by the government to provide security and emergency medical facilities. The amount and types of road tax, however, varies from one state to another.
UP road tax is calculated on the basis of the type of vehicle – whether it is a two-wheeler or a four-wheeler – and the purpose for which the vehicle is going to be used. Commercial vehicles have to pay different UP road tax as compared to vehicles being used for personal use. Section 3 of the Uttar Pradesh Motor Vehicle Taxation Act, 1962, mandates that all vehicles will pay UP road tax for the first time during registration. UP road tax is added to the ex-showroom price of vehicles during the process of registration. Following this, the vehicles are also required to pay other types of road taxes as per the existing rules.
All commercial vehicles entering the state of UP have to pay ‘other state vehicle tax’, which is a type of road tax imposed on commercial vehicles. This tax is generally payable at the check posts located on the state boundaries. To streamline the payment of this road tax, the transport department of UP along with National Informatics Centre (NIC) has provided for paying UP road tax online, at the transport department’s website. Here, commercial vehicles can make round-the-clock payments through internet banking. Once the payment for UP road tax online is made, the commercial vehicle is provided with a receipt, which can be produced at the checkpoint. Officials at the concerned checkpoint use the web-based interface to verify the payments made for UP road tax online.
