UP Budget: State govt makes Rs. 7,000 Crores provision for PMAY Gramin

In its annual 2021-2022 budget, the government of Uttar Pradesh has proposed an allocation of Rs. 7,000 Crores for the Pradhan Mantri Awas Yojana (Gramin). Rs. 369 Crores have also been allocated under the Mukhyamantri Awas Yojana (Gramin). Further Rs. 653 Crores have been set aside for training and construction in panchayats under the Rashtriya Gram Swaraj Abhiyan.

The Uttar Pradesh government is working to provide low-cost housing to those who hail from Economically Weaker Sections (EWS), Low Income Groups (LIG) and Middle-Income Groups (MIG). Over 14 Lakh houses have been sanctioned in Uttar Pradesh under PMAY. State Urban Development Agency (SUDA) of  Uttar Pradesh is tasked with constructing new houses  under the Beneficiary led Construction scheme (BLC) as per the Pradhan Mantri Awas Yojana.

PMAY Gramin aims to provide low-cost pucca houses with rudimentary facilities like a kitchen. It was launched with the objective to solve the lack of housing in rural areas. Earlier the area of these houses was 20 sq mt, but now it has been increased to 25 sq mt. In plain areas the government provides assistance of Rs. 1.20 Lakhs while in hilly terrain the amount is Rs. 1.30 Lakhs. Both the central and state governments bear the expense in the ratio of 90:10 in hilly areas and 60:40 in plain areas.

Features of Pradhan Mantri Awas Yojana - Gramin

PMAGY has a few salient features that need to be kept in mind to get a broad overview of it.

1) In order to select only those who are most deserving, the SECC (Socio-Economic and Caste Census) is preferred over BPL (Below Poverty Line) list.

2) The sanctioned amount is transferred directly to the post office or bank accounts of beneficiaries, that are linked with Aadhar cards.

3) For the purpose of constructing a toilet, assistance of Rs. 12,000 is granted under the Swachh Bharat Mission.

4) In all Union Territories, except Jammu & Kashmir(J&K), the complete expense is borne by the central government. In J&K,  the ratio between central and state government is 90:10.

Who can apply for PMAY Gramin?

  • Homeless families or those living in kutcha houses with two rooms at the most.
  • Households that don't have any male members in the age group of 19 and 59.
  • Household without any able-bodied member and those with a disabled member.
  • Households that have no literate adult over the age of 25.
  • Families that come under the Scheduled Caste, Scheduled Tribe and other Minority categories.
  • Families that have no vehicle or agricultural equipment.
  • Those who don't fall under any tax slab.

PMAY Gramin Uttar Pradesh eligibility criteria

PMAY Gramin is a Credit Linked Subsidy Scheme (CLSS) as per which those who have availed home loans will get subsidy on payment of interests. In case a married couple decides to seek loan and then jointly apply for loan, they are entitled to only one subsidy.  Here's the CLSS criteria for different categories:

EWS and LIG: Those with household income up to annual income of Rs. 6 Lakhs can avail maximum subsidy of Rs. 2.67 Lakhs.

MIG1: Those earning between Rs. 6 Lakhs - Rs. 12 Lakhs are eligible for maximum subsidy of Rs. 2.35 Lakhs.

MIG2: Those with annual household income between Rs. 12 Lakhs -Rs. 18 Lakhs per annum can, at the most, get Rs. 2.30 Lakhs in subsidy. CLSS is applicable for those who can afford to construct or buy a house with a home loan.

In Situ Slum Rehabilitation (ISSR): It's only for slum-dwellers.

Affordable Housing Partnership (AHP): It's directed towards those families that don't own any land and can’t afford a home loan as well.

Beneficiary led Construction component: It's for those who own land and require construction.

How to apply to PMAY Gramin

A person whose family owns a permanent home in any part of India, or who has previously availed any government housing scheme cannot apply to PMAY. In order to apply for PMAY Gramin, a person needs to go on to the official PMAY website and select the option 'Citizen Assessment' Then the appropriate category needs to be selected and the Aadhar number keyed in. After that a form will appear.The alphanumeric captcha characters that would be visible on the screen need to be typed in exactly in the same format.
