PMGAY - Pradhan Mantri Gramin Awas Yojana

Under PMAY Gramin Yojana, the government aims at providing financial assistance for families who live in kutcha houses. All families who do not have proper houses or are living in poor conditions in the rural areas of India are eligible to apply for the Pradhan Mantri Gramin Awaas Yojana. The construction of pucca houses will include all the necessary amenities, such as clean water, power supply and sanitation.


History of PMGAY

During the year 2009-10, Pradhan Mantri Gramin Awaas Yojana (PMGAY) was launched, this scheme was earlier known as Indira Awaas Yojana (IAY), it was launched by Rajiv Gandhi, the then Prime Minister of India, as one of the major flagship programs undertaken by the Ministry of Rural Development. The program's main objective was to complete “Housing for All” by the year 2022. The PMAY rural scheme aims at integrated development of Scheduled Castes villages.

Purpose of PMGAY Scheme

The PMAY Gramin aims to build houses for all families without homes or are living in kutcha or dilapidated houses in rural areas in India by 2022. The immediate objective of the scheme is to provide pucca houses with basic facilities to 1 crore families living in kutcha houses within three years. Also, enable the construction of houses using local materials, designs and trained masons.

Features of Pradhan Mantri Gramin Awas Yojana Scheme

The scheme aims at integrated development of Scheduled Caste (SCs) majority villages:

  • Central and State/UT Government Schemes such as Swachh Bharat Mission Gramin (SBMG) will assist up to Rs. 12,000 for construction of toilets in collaboration with Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) or other schemes.
  • Engaging in activities that the existing Central and State Government Schemes does not cover providing funds of up to Rs.20 lakh per village.
  • In rural areas located in the Himalayan states, northeastern states, and the Union Territory (UT) of Jammu & Kashmir, the central government will bear 90% of the cost, and the state government will finance an amount of up to Rs.1.30 lakh of assistance for each unit.
  • The Central government will offer 100% financing for the construction of houses in Union Territories, including the union territory of Ladakh.
  • The PMAY Gramin scheme aims to provide pucca houses to 1 crore families living in kutcha/dilapidated houses in three years from 2016-17 to 2018-19.

Implementation Of Scheme Since 2018-19

The PMAYG funds are allocated to the states based on the majority of 75% of the rural housing shortage and 25% of poverty ratio. The housing shortage is based on the official figures published by the Registrar General of India based on the 2001 Census.

Current provisions

As per the 2011 budget, the funds allocated for Indira Awas Yojana (IAY) is ₹100 billion for construction of houses for Below Poverty Line (BPL) families. Under the PMGAY scheme, the beneficiaries will get financial assistance of up to ₹1.2 lakh from the government for constructing houses in rural areas and an amount of ₹12,000 for building toilets. They are also eligible to borrow an amount of ₹70,000.

Pradhan Mantri Gramin Awas Yojana Eligibility Criteria

To ensure that deserving families avail the benefits of the scheme, there are specific parameters based on which the beneficiaries are identified for the scheme. The PMGAY beneficiaries will be selected based on SECC data, which will be then verified by the Gram Sabhas. The eligibility criteria for PMAY Gramin will be based on the factors displaying housing deprivation in each category, i.e. SC/ST, Minorities and Others. Here’s a list of some of the other beneficiaries who are eligible for PMAY-G scheme:

  • Freed bonded labourers are eligible for PMAY Gramin.
  • Family members that include a husband, wife and child/children that are unmarried
  • Families that don't own houses or live in kutcha houses with a kutcha wall and roof are eligible.
  • Families that do not have a literate adult above 25 years of age
  • Households with an adult male member can avail the scheme.
  • Households with the absence of an adult member aged between 16 and 59 years can avail the scheme.
  • The applicant and his family must fit in the set income criteria and has to belong to either the EWS (Economically Weaker Section), LIG (Lower Income Group), or BPL (Below Poverty Line) category to be eligible.
  • The income of the applicant and his/her family members should be between Rs. 3 lakh and Rs. 6 lakh p.a.
  • Applicants who do not have any land in their name and are earning income from casual labour are eligible for the scheme.
  • Widows and next-of-kin to defence personnel/paramilitary forces as well as ex-servicemen are eligible for the scheme.

Identification of Beneficiaries under PMAYG

One of the essential features of PMAY Gramin is the selection of beneficiaries. To ensure that financial assistance is provided to individuals who are really in need and that the selection is objective and verifiable. Pradhan Mantri Gramin Awaas Yojana selects the beneficiary based on the Socio-Economic and Caste Census (SECC), 2011 which will be verified by the Gram Sabha.

The SECC data captures specific information related to housing among households. Using the data households that are landless and living in kutcha houses with no proper construction can be segregated and targeted. The PMAY Gramin, Permanent Wait List, is generated to ensure that the states have the list of the household to be covered under the scheme.

Beneficiary List for PMGAY

  • Under PMAY Gramin, beneficiaries who do not own any land are accorded the highest priority and will be kept on top of the Permanent Wait List.
  • The State Govts./UT Administrations are responsible to provide land to the PMAY-G beneficiary from the government land or any other land including public land.
  • PMGAY beneficiaries will be reviewed regularly by the Ministry with the States/UTs, including at the highest level in the States/UTs.
  • Landless beneficiaries who derive a major part of their income from manual casual labour will be sanctioned houses

Documents Required for PMAY Gramin

Given below are the list of documents required to avail the benefits of PMAY Gramin:

  • The applicant must submit a duly filled PMAY G Application form.
  • Documents for proof of identity such as Aadhaar card, Voter ID, Passport etc.
  • Documents for proof of address such as PAN card, Aadhar card, Electricity bill, etc.
  • Ethnic group certificate
  • An affidavit stating none of the applicant family members own a pucca house.
  • Contract papers of construction
  • NOC (No Objection Certificate) from a housing society
  • Letter on nature of business
  • Income Certificate is required if the income is lower than the taxable limit.
  • Financial bank statement in case of business
  • Bank account statement of the last six months
  • A receipt of any advance payment made to the builder
  • A letter mentioning the allocation of property
  • IT returns
  • Form 16 is required
  • T assessment order
  • Plan of construction
  • Certificate of cost of construction
  • Official valuer’s certificate

How to apply for PMGAY

The beneficiaries for Pradhan Mantri Awas Yojana Gramin, are selected from the list based on the Census 2011 (SECC 2011). To avail the scheme, the applicant must belong to EWS or LIG or BPL category, and the annual income of the applicant’s family should be between Rs.3 lakh to Rs. 6 lakhs.

  • Log in to the official website of Pradhan Mantri Awas Yojana Gramin.
  • From the menu bar on the homepage, click on the ‘Stakeholders’ option.
  • Now, click on the ‘IAY/PMAYG Beneficiary’ option from the drop-down menu
  • On the next page, you can check your name with or without the registration number.

Step 2: On the new page, start filling in the registration number.

Step 3:  Click on ‘Submit’ to access the list.

Without Using Registration Number

Step 1: Visit the site and click on the ‘Advanced Search’ option to proceed.

Step 2: A new page will appear, now enter all the required details on the page.

Step 3: Lastly, click on the ‘Search’ button to access the Pradhan Mantri Awas Yojana Gramin list.
