The Motor Vehicle Department (MVD) of Kerala has established as many as 69 Regional Transport Offices (RTOs) across the entire state. Through these RTOs the Motor Vehicle Department has managed to completely cover almost all the districts and sub-districts in Kerala.
Through these RTOs, the Kerala MVD dispenses a host of different services related to motor vehicles. This includes registration and re-registration of vehicles, issuance of driving licences, and collection of taxes, among others. Periodic fitness inspection of vehicles and pollution control checks are also carried out by these offices.

The Motor Vehicles Act of 1988 clearly states that it is mandatory for every vehicle owner (two and four-wheeler) to be registered under the state RTO. The state does not allow riding vehicles on roads without RTO registration. In case a vehicle is not registered with the state RTO, the vehicle will have to pay penalty charges as per the norms.
Vehicle registration in Kerala is classified into two categories –
1. Permanent Registration -
Under permanent registration, your vehicle is registered with Kerala RTO for the next 15 years. You will have to renew the vehicle registration in Kerala after 15 years. To get a permanent vehicle registration in Kerala, follow the steps mentioned below-
Go to the closest Kerala RTO office.
You will be required to fill out an RTO application form (Form numbers 20, 21,&22). The Kerala RTO registration application forms are also available online and can be downloaded by the applicant.
Enter all the mandatory details required in the forms.
The applicant will be required to submit certain documents, such as –
TRN Number (Temporary Registration Number)
Vehicle Invoice
PUC Certificate (Pollution Under Certificate)
Insurance Certificate
Address Proof
Identity Proof
Passport-size Photographs
Submit the form with these documents.
Once the form is submitted, the verification process will begin. During the verification, the applicant will be asked to bring the vehicle to the Kerala RTO.
After the verification process is duly completed, the RTO in Kerala will issue the vehicle registration number.
2. Temporary Registration -
When an individual purchases any vehicle, temporary vehicle registration in Kerala is issued by the dealer. To avoid any future issues, you should get a permanent vehicle registration in Kerala within 30 days of the temporary registration issue from the Kerala RTO.

Third-party Policy Insurance -
This kind of policy is mandated by the law. It provides coverage in case of third-party damages.
Comprehensive Policy Insurance -

It is responsible for issuing learner licenses, driving licences, etc., to the state residents. The RTO has a specific department that manages the license procedures.
