Introduction to Bihar (BH) RTO

Under the Motor Vehicles Act, 1988, various Regional Transport Offices have been set up. The Bihar RTO department oversees the implementation of the laws and provisions of the Motor Vehicles Act for the state of Bihar.

Respective RTOs of a state fall under the Transport Department, by which design the Bihar RTO comes under the Transport Department of Bihar. The operations and enforcement of the Motor Vehicles Act are overseen by the State Transport Commissioner, who is the Head of the Transport Department.

How to register a vehicle in BH

When we talk about vehicle registration, it can either be a Temporary registration or Permanent one.

The temporary registration is offered for a limited time period where the dealer of the vehicle can grant you the registration. All you have to do is submit the documents to the dealer and they will provide the temporary number through their point registration. It will be then sent to the RTO for approval.

The permanent registration implies the validity of 15 years and is only available through the RTO Bihar. Here you apply at the RTO directly and furnish all the required documents. Once your documents have been verified, you will be allotted a registration number along with the documents.

Now, the important question is what documents are required for vehicle registration in Bihar? First of all, be ready with the application form. It is usually Form No 20 on the official website or at your nearest office according to the Bihar RTO code.

Here are a few other documents you should keep handy, apart from the Form 20 Application:

  • Form 21: Sales Certificate

  • Form 22: Roadworthiness certificate

  • The insurance certificate, valid on the date of the registration application

  • Passport-sized photos of the applicant i.e the vehicle owner

  • PAN card and other ID and address proof documents of the owner

  • Temporary registration certificate, if applicable

  • If it was an imported vehicle, then the Customs Clearance certificate

  • If the vehicle’s previous owner is an ex-army, then the Sale certificate

  • If the vehicle is a trailer or semi-trailer kind, the STA design approval

Once you have and submit all the required documents, the process is fairly simple. The documents are verified for information, the vehicle is inspected by the authorities and then you are provided with the registration number on a receipt.

This receipt is extremely important, so keep it safe until you receive the original registration card via mail to your address.

There are various fees to be paid in this process. The temporary certification might cost you Rs 40, whereas for permanent registration the fee varies from vehicle to vehicle. FOr a two-wheeler, the fee is Rs 60, for a four-wheeler vehicle it is Rs 200, for an auto and commercial car or jeep it is Rs 300, for a mini-bus, it is Rs 400 and for buses and tractors or trucks it is Rs 500. The fee also changes for goods and carriage vehicles.
