RTO Andhra Pradesh

The Motor Vehicles Act (MVA) is a key legislation passed in 1988 to regulate aspects pertaining to road transport or motor vehicles in India. As part of the Act, the Regional Transport Office or RTO is the body that belongs to the Government of India and is responsible for ensuring that there is a comprehensive listing of every vehicle or driver in all the states. Every state has an RTO, and so does the state of Andhra Pradesh. The Andhra Pradesh RTO too has to ensure that it follows the regulations and laws listed under the Motor Vehicles Act.

Functions of RTO Andhra Pradesh

The state’s Regional Transport Office has certain functions. They are as follow:

  • Issuance of licences: Every driver in India and the state of Andhra Pradesh needs a licence to drive, and it is the duty of the RTO of the state to issue the same. licences are also renewed from time to time. The other functions of the RTO also include issuance of a permanent licence, a duplicate in case of a lost licence and even an international licence permit. The RTO is the body that conducts driving tests before issuance of licences.

  • Registration of vehicles: The RTO is responsible to offer registration services for vehicles, whether temporary or permanent, transfer of ownership and assign a number upon registration for the vehicle.

  • Tax, fees and penalty collection: The RTO Andhra Pradesh is responsible for levying any kind of taxes or penalties if there have been violations, and collecting taxes as per the MVA provisions.

  • Issuance of certificates and permits, conducting tests: Some certificates under the provisions of the MVA include fitness certificates, and it is the RTO that has the power to issue the same. Another function of the AP RTO is to conduct a pollution test and a mechanical assessment of vehicles that have been in an accident. There are permits that autorickshaws, motor cabs, maxi cabs, buses of educational institutions taxis etc require. It is the RTO that issues said permits.

  • Inspecting vehicle insurance: One of the important functions of the AP RTO is also to inspect the insurance of a vehicle, and check whether the vehicles are insured and registered under the MVA.
