Introduction to Maharashtra (MH) RTO

Under the Motor Vehicles Act, 1988, the Regional Transport Department of Maharashtra is responsible for the implementation of vehicular laws in the state of Maharashtra. These laws and provisions have been laid down in the said Act, which governs all the aspects related to road and transport welfare, which includes the issuance and registration of vehicles, licence and permits. There are 50 RTOs in Maharashtra, covering different regions. The overall department is under the supervision of the Commissioner of Transport of Maharashtra, and the respective RTO Maharashtra of a region is supervised by the Deputy Regional Transport Officer.

Functions of Road Transport Department in MH

As mentioned before, the role of the RTO Maharashtra is to ensure smooth implementation of the provisions of the Motor Vehicles Act, 1988. These are usually responsibilities related to the road and transport welfare or concerns related to the issuance, renewal or registration of vehicles or drivers.

Vehicle-related functions of the RTO Maharashtra:

These include the registration, both temporary as well as permanent, of the motor vehicles that ply on the roads, the issuance of fitness certificates to such vehicles, the grant of various permits to the commercial vehicles. The RTO Maharashtra is also responsible for collecting the motor vehicle tax and for the issuance and renewal of passengers and goods vehicle permits.

Driving licence-related function of the RTO Maharashtra:

This function includes the issuance and renewal of the motor driving licence to the common drivers and the issuance of conductor licences to the expert drivers. In order to issue such a licence, the RTO Maharashtra conducts the driving test, maintains the centres for these tests and gives out the forms for the same.

Documentary and administrative functions:

How to register a vehicle in MH

According to law, you are required to register the vehicle as the owner. This registration is done at the concerned Maharashtra RTO itself.

The registration can be temporary or permanent. As the name suggests, temporary registration means that at the time of buying the vehicle, the dealer or the showroom where you buy it gives a limited-time registration. By limited time, we mean that the validity is for 7 days only and after a week the owner of the vehicle is required to extend the registration. This application can be made to the concerned RTO. On the other hand, permanent registration means a longer validity of 15 years. Simply put, you cannot drive a vehicle that has not been registered. The temporary registration exists so that the vehicle can be bought and delivered. But this also means that after the 7 day period, you have to apply with the RTO Maharashtra for permanent registration and furnish the relevant documents.

The documents needed for this permanent registration include:

  • Form 20: the registration application form

  • Form 21: Sales Certificate given by the dealer

  • Form 22: Roadworthiness certificate given by the manufacturer

  • The insurance certificate, valid on the date of the registration application

  • Passport-sized photos of the applicant i.e the vehicle owner

  • Form 34: for loan hypothecation if applicable

  • PAN card and other ID and address proof documents of the owner

  • Temporary registration certificate, if applicable

  • If it was an imported vehicle, then the Customs Clearance certificate

  • If the vehicle’s previous owner is an ex-army, then the Sale certificate

  • If the vehicle is a trailer or semi-trailer kind, the STA design approval

  • Relevant application fee. This fee varies across vehicles and states.

Remember that all of these requirements are in place to ensure compliance with all safety standards. The idea is to make roads safe for everyone!

Process

  • Visit the Maharashtra RTO with the form and the aforementioned documents

  • Submit the fee along with the documents

  • After verification, the transport department will provide you with an RTO registration number and receipt, which will serve as formal proof of registration until you receive the final registration card.
