Vehicle Registration at RTO Tamil Nadu
One of the many functions that an RTO performs is the registration of a vehicle. To register a vehicle in Tamil Nadu, follow the steps in the order they appear.
Download Form 20 from the Tamil Nadu RTO’s official website. Form 20 is available in both English and Tamil. You can download either version, and you must fill it out and attach the necessary supporting documents as instructed.
Take the completed Form 20 to the RTO nearest to you.
An officer at the RTO will inspect the vehicle that is up for registration. However, an inspection is also conducted by the dealer the car is purchased from, and the report submitted by the dealer to you can also be presented to the RTO officer.
After verifying Form 20 and the supporting documents attached to it, the RTO will generate a unique registration number.
The Registration Certificate will reach you via speed post at the address mentioned in Form 20.
Here are documents required for registration:

Attach sales certificate in Form-21
Attach Form-22 from the manufacturer (PUC check)
Attach Form-22A part II where the body is fabricated (PUC check)
Pan card or GIR or Form-60/61 of I.T. Department
Attach Insurance certificate
Proof of Address should be submitted. The following documents are admissible as proof of address:
-Ration card
-Electoral roll
-Driving Licence
-Electricity Bill
Attach 3 Passport size photos
In the case of Transport Vehicles, an unladen weight certificate should be attached.
The Tamil Nadu RTO will verify the documents attached and generate a registration number basis which you get a Smart Card based Registration Certificate (RC) within 3 days. If you would like an individualised licence number, the Tamil Nadu RTO offers these on an auction basis.
Temporary registration in case of vehicles that are purchased instate but will be eventually registered in another state the same process as permanent registration applies. The temporary registration is valid for a month, and a smaller registration fee will apply.

Functions of Tamil Nadu RTO
The Tamil Nadu RTO performs a host of different functions:
The Tamil Nadu RTOs are responsible for issuing different categories of permits and collecting motor vehicle tax from vehicle owners in the state. Transport vehicles and private vehicles must be registered with the Tamil Nadu RTO.
Tamil Nadu RTOs are also responsible for issuing permanent and provisional driving licences to applicants within their jurisdiction.
