Assam Ration Card 2025

The Government of Assam issues ration cards to eligible families under the Public Distribution System (PDS) as per the National Food Security Act (NFSA), 2013. A ration card serves as an official document that enables low-income and below-poverty-line (BPL) households to access essential food grains at subsidised rates. In Assam, all ration cards are issued under the NFSA framework.

Before the implementation of the National Food Security Act (NFSA), 2013, Assam had 4 types of ration cards, 

• APL (Above Poverty Line)

• BPL (Below Poverty Line)

• AAY (Antyodaya Anna Yojana)

• MMASY (Mukhya Mantrir Anna Suraksha Yojana)

After NFSA came into effect, the system was simplified. Now, there are 2 types of ration cards in Assam:

• Antyodaya Anna Yojana (AAY) Card

Issued to the poorest families with an annual income below ₹4 Lakhs. Each household receives 35 kg of rice every month.

• Priority Household (PHH) Card

Given to eligible households with an annual family income below ₹4 Lakhs. Each member of the family receives 5 kg of rice per month.

Both cards are issued under the NFSA scheme to ensure food security for low-income families.

Additional Eligibility Information:

• For new applicants (no ration card):

The eldest woman in the family (or eldest male in her absence) with an income below ₹4,00,000 can apply. A certificate from the local authority, confirming that the family has no existing ration card, must be submitted along with the application.

• For lost or damaged ration cards:

If the ration card is lost, damaged, or defaced, a duplicate card can be issued after paying the applicable fee.

• For those relocating:

Individuals moving from one place to another must submit a Surrender Certificate from the previous FPD&CA authority along with their application for a new ration card.

• For updates after marriage:

To update a ration card after marriage, a certificate from the previous place of residence, confirming the removal of the former name, is required.

• For the addition of a family member (e.g., birth of a child):

In case of the birth of a child, the birth certificate must be submitted to add the child’s name to the family’s ration card.
 

Note: After NFSA 2013 implementation, only AAY and PHH ration cards are issued in Assam.

To apply for a ration card in Assam, you must submit the following documents:

1. Detailed particulars of all family members
   

2. Copies of birth certificates for minor members (below 10 years of age)
   

3. Certified copy of the relevant page of the voter list or Voter ID
   

4. Copy of Land Revenue Pay/Tax Pay receipt
   

5. Surrender certificate or non-availability certificate from the previous residence, issued by the FCS&CA authority (if applicable)
   

6. Proof of address (any one of the following):

1. Visit the official website of the Food, Civil Supplies & Consumer Affairs Department – fcsca.assam.gov.in
   

2. Go to the ‘Information & Services’ tab and select ‘Apply for Ration Card’
   

3. Fill in all the required details in the application form
   

4. Upload the necessary documents such as Aadhaar card, voter ID, income certificate, domicile proof, and recent passport-size photograph

4. Select your district, DFSO, TFSO, FPS, scheme, status, sorting, RC status, and report name from the dropdown options
   

5. Click on ‘View Report’ to generate the ration card details
   

6. The status of your ration card, along with other details, will be displayed on the screen

1. Visit the RCMS Assam website

4. Select your district, DFSO, TFSO, FPS, scheme, status, sorting, RC status, and report name from the available options
   

5. Click on ‘View Report’ to generate the ration card list

You can add or remove family members from your Assam ration card by visiting the nearest Food, Civil Supplies and Consumer Affairs (FCS&CA) office in your district or sub-division.

To Add a Member:

1. Visit the nearest FCS&CA office
   

2. Collect the ‘Name Addition’ application form
   

3. Fill in all required details, including your ration card number and the new member’s information
   

4. Attach the relevant documents such as the birth certificate, surrender certificate, PAN card, or voter ID
   

5. Submit the completed form along with the required documents
   

6. Collect the acknowledgement receipt for future tracking

To Remove a Member:

1. Visit the nearest FCS&CA office
   

2. Collect the ‘Name Deletion’ form
   

3. Enter the ration card number, name of the member to be removed, and the reason
   

4. Attach supporting documents like a death certificate or valid ID proof
   

5. Submit the form and collect the acknowledgement slip
