  • The National Skill Development Authority (NSDA): The NSDA is primarily tasked with implementing the National Skills Qualification Framework (NSQF), which is a body that organises qualifications based on the level of skills and knowledge. The NSDA also strengthens the State Skill Development Missions (SSDMs), which are implemented by various states in India to promote social and economic development. 

  • The National Skill Development Corporation (NSDC): The functions of the NSDC include implementing the PMKVY scheme, offering loans to training institutes and companies in the private sector and setting up Sector Skill Councils (SSCs).

  • The Directorate General of Training (DGT): The DGT’s primary function is to set up Industrial Training Institutes, which offer long-term vocational training, and monitor how these institutes operate.

PMKVY Scheme Eligibility

  • Should be an Indian youth of at least least 18 years of age

  • Should have completed class 12 or school education

  • Should be interested to work in an industry for which training is offered under the scheme

  • Must have a valid proof of identity like an Aadhaar card or a voter’s ID

Key Components of PMKVY

The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has seven key components. Check out what they are and what they each entail below. 

  • Short-Term Training: Training Centres (TCs) under the PMKVY offer short-term training to candidates enrolled under this scheme. This training covers areas like digital literacy, soft skills, financial literacy and entrepreneurship. The period of this training can vary from 150 hours to 300 hours, depending on the job. 

  • Special Projects: Any skilling or training projects that do not fall under the short-term training category are classified as special projects under the Pradhan Mantri Kaushal Vikas Yojana. These special projects make it possible to train people from marginalised sections of the society and allow training in exclusive premises like corporate offices and government or industry bodies.

  • Recognition of Prior Learning (RPL): The main objective of the RPL component of this scheme is to analyse and identify if the candidates are already trained in some skills. These skills can be acquired with formal or informal training. Once such skills, if any, have been identified, the candidates are then graded as per the regulations set by the National Skills Qualification Framework (NSQF).

  • Kaushal and Rozgar Mela: The Kaushal and Rozgar Mela is conducted under the Pradhan Mantri Kaushal Vikas Yojana every six months. Training Partners (TPs) under the PMKVY are responsible for organising this Mela, which promotes employment opportunities and enables the placement of the trained candidates with various companies. 

  • Placement Assistance: The PMKVY also offers placement assistance to the candidates who have registered and completed the training. A placement is considered successful if a certified candidate is employed within 90 days of certification and remains in continuous employment for at least 3 months. This employment can be salaried/wage earning or self-employed. 

  • Continuous Monitoring: To ensure that the scheme is implemented in a smooth and effective manner, the operations are continuously monitored. Surprise visits can be conducted by monitoring teams in order to check aspects like the infrastructure, the quality of training and the compliance issues. In case of any discrepancies, a Show Cause Notice will be issued to the Training Centre in question. 

  • Standard Branding and Communication: The right branding and communication is essential for the success of the Pradhan Mantri Kaushal Vikas Yojana. So, guidelines have been issued to ensure that all Training Centres brand their premises in the right manner. Communication guidelines in place ensure that the centres promote their activities on social media platforms to spread awareness about the scheme.

How does the Pradhan Mantri Kaushal Vikas Yojana Work

The Pradhan Mantri Kaushal Vikas Yojana has been successfully implemented for several years now. The broad framework of how the PMKVY scheme works is given below. 

  • Implementation of the Scheme: The National Skill Development Authority (NSDA) works with the other relevant organisations and bodies to set up eligibility and qualifying criteria for the PMKVY scheme. Training Centres then need to carry out the PMKVY registration on the SMART portal set up for this purpose. 

  • Enrolling Eligible Candidates: Candidates who meet the eligibility criteria are then enrolled in the Training Centres to receive the relevant skilling and training under the Pradhan Mantri Kaushal Vikas Yojana. The fees for the course, which come up to around ₹8,000, are borne by the government. 

  • Offering the Relevant Training: Candidates then receive the short-term training as well as any training under the special projects set up in the scheme. The nature and the duration of the training depend on the roles that the candidates are being prepared for.

  • Recognising Prior Learning: As a part of the Pradhan Mantri Kaushal Vikas Yojana, any prior skills that candidates have, whether learned from formal or informal channels, are assessed and recognised. This will help them optimise the training process.

  • Completion of the Course: Courses under the Pradhan Mantri Kaushal Vikas Yojana are offered for varying durations such as 3 months, 6 months or 1 year. After the completion of the necessary training hours, an assessment is conducted. Candidates who clear the assessment get a skill card. 

  • Placement of the Candidate: Those who have successfully completed the course under the PMKVY scheme and have received the certification are eligible to be placed in various industries and sectors, based on the training they have received.

Under the PMKVY Scheme, NIT-T's Skill Hub Centre Will Train Over 2,500 Youths

PMKVY is a scheme launched by the Ministry of Skill Development and Entrepreneurship (MDSE) and run by the National Skill Development Corporation. Under this flagship program, 2,610 unemployed and school-dropout candidates aged between 15-45 from Trichy and other neighbouring areas will be selected .

The PMKVY scheme aims to provide skills to people in various fields and subjects. Textile production is one such skill that will be inculcated during the program as it holds a lot of scope in that region; however, there is no professional guidance available. The workshops will have batches of 30 students covering various aspects of production during 12-18 months. The registration process will be online, and the portal will be live once the launch date is announced .
