What Is TNRERA?

Tamil Nadu Real Estate Regulatory Authority (TNRERA) is the state-level body that oversees real estate projects, agents, and transactions in Tamil Nadu (plus Andaman & Nicobar Islands). Launched in 2017 under the national RERA Act 2016, Tamil Nadu notified its rules via G.O.Ms.No.112 on June 22, 2017 to activate the authority. It exists to protect homebuyers from delays and fraud while enforcing project registration, transparency, and timely delivery on developers.

Know About the RERA Act in Tamil Nadu

As a component of the RERA strategy, the RERA Tamil Nadu Act was enacted in March 2016. The TNRERA act executes all the legislation responsibilities associated with the state’s real estate industry to increase transparency.

  • Tamil Nadu RERA Website

To provide a platform to residents of Tamil Nadu and Andaman & Nicobar Islands, the state authority has launched the TNRERA website. By visiting the official website https://www.rera.tn.gov.in/, buyers and real estate developers can access all the details about TNRERA registered projects.

Objectives of TNRERA

RERA Act Tamil Nadu was introduced with a few objectives that are listed below:

  • Promoting both the rights of developers and buyers

  • Transparency development in the real estate market in Tamil Nadu

  • Enhance accountability of the real estate sector

  • Rapid conflict resolution

  • Encouraging the project's prompt and effective completion

  • Uniformity of the procedures used in building and developing real estate

TNRERA Rules and Regulation

The TNRERA rules and regulations are subdivided into 9 and 20 chapters, respectively, in order to ensure that its requirements are implemented uniformly across the state.

Here are the details about the responsibilities:

  • Examining the paperwork provided by the promoter in order to register a real estate project with TNRERA

  • Acknowledging the promoters' declaration of any current projects (if any) is required

  • Acceptance or denial of the certification of particular provisions related to property bases

  • Monitoring the agent registration renewal and application procedure

  • Methodically addressing the subject of complaint resolution

Who Must Register Under TNRERA?

TNRERA mandates registration from specific real estate participants to ensure accountability. The requirements cover developers and agents as follows:

  • Project promoters: All entities launching residential or commercial developments over 500 square meters or with more than eight units require registration.
  • Real estate agents: Brokers, marketing firms, or individuals earning commissions on property sales or purchases must register before operations.
  • Phase expansions: Ongoing projects adding new phases after 2017 fall under mandatory registration rules.
  • Corporate developers: Companies, partnerships, or societies developing group housing or plotted layouts need unique TNRERA numbers.

Small plots under 500 sqm with fewer than eight units stay exempt. Government schemes and pre-2017 completions also avoid requirements. Registration displays project details publicly, safeguarding buyer interests through verified timelines and fund usage.

Projects Exempted from TNRERA Registration

TNRERA excludes certain small-scale and special category projects from mandatory registration. These exemptions prevent regulatory burden on minor developments while focusing oversight on larger ventures:

  • Small plots: Individual plots under 500 square meters or containing fewer than eight units escape registration requirements
  • Government projects: Developments undertaken directly by central, state, or local authorities remain outside TNRERA jurisdiction
  • Pre-RERA completions: Projects that received completion certificates before May 1, 2017, operate without retrospective registration
  • Industrial or infrastructure plots: Layouts approved under industrial policies or public-private partnership schemes gain exemption
  • Renovation work: Repairs or upgrades to existing completed buildings do not trigger registration obligations

Owners can verify exemption status through official TNRERA portals before marketing. Larger projects that claim to be exempt may face penalties for evasion attempts.

What Are the Latest Updates About RERA in Tamil Nadu?

TNRERA introduced a major rule effective January 1, 2026, requiring promoters to maintain three separate bank accounts for each registered project. This system includes a collection account receiving 100% buyer payments, with 70% auto-transferring to a construction-only account and 30% to a transaction account. Withdrawals from the protected account need TNRERA-uploaded certificates from architects and chartered accountants, ensuring funds stay project-specific and traceable. Banks must freeze accounts on regulatory orders, strengthening buyer protection against diversion.
