The Government of India has initiated several healthcare schemes to provide best-in-class healthcare facilities to a number of low-income families in the country. One such health scheme implemented for the betterment of the people in the Indian state of Tamil Nadu is the Chief Minister’s Comprehensive Health Insurance Scheme.
Almost 65% of low-income families in Tamil Nadu get access to world-class healthcare facilities with cashless assistance under the Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS), also known as Amma Health Insurance. Due to this, the people of Tamil Nadu do not have to undergo any financial struggle when seeking assistance during a medical emergency.
How to Apply for Chief Minister’s Comprehensive Health Insurance Scheme
The CMCHIS enrollment process is simple. If you (the applicant) have all the necessary documents in place, just follow the steps below:
Step 1: Request a certificate of income from the administrative officer in your village or revenue authorities.
Step 2: Furnish the specified documents at the enrollment centre of the Amma Health Insurance Scheme.
Step 3: Get them verified by the kiosk operator and proceed to capture your biometric such as fingerprint, photo, and eye scan.
Step 4: Upon verification and biometric scan, an e-card will be issued shortly.

What Does CMCHIS Cover?
As stated earlier, Amma Health Insurance acts as financial aid for low-income families in Tamil Nadu. The beneficiaries of the scheme can avail the following coverage:
The hospitalisation and treatment expenses for the ailments specified under the scheme are covered. Beneficiaries can avail the treatment listed under the Amma Maruthuva Kapitu Thittam at any of the empanelled hospitals.
The cost incurred for diagnostic tests for the specified procedures is also covered under CMCHIS.
The cost for doctor’s consultation or hospital follow-ups during the course of treatment or after, is covered under Amma Health Insurance.

Eligibility Criteria for CM’s Comprehensive Health Insurance Scheme
Only Tamil Nadu residents or Sri Lankan refugees holding citizenship proof can enroll in the Muthalamaichar Kapitu Thittam:
Those with annual household income of not more than ₹72,000.
The family includes the eligible member and his/her dependents. These members are as follows:
Legal spouse of the eligible individual
Children until they married or attain the age of 25 years (whichever is earlier)
Parents
Those who have migrated to Tamil Nadu from any other state and reside there for the last six months should carry valid migration certificates.
Orphans or girl children rescued from a registered or unregistered organisation are also eligible.

How to Link Your Aadhaar Card with a URN
At times, the URN provided at the enrollment centre does not get linked to the beneficiary’s Aadhaar Card. Although it is not a concerning matter, you (the beneficiary) can link your Aadhaar Card with the URN of the scheme. Here’s what you need to do:
Step 1: Visit the CMCHIS website (https://www.cmchistn.com).
Step 2: Select Beneficiary and click on ‘Link Aadhaar to URN’.
Step 3: You will be redirected to a new webpage. Enter your URN number.
Step 4: Check the box with the option to link your Aadhaar Card to the URN.
Step 5: Select ‘Enrol Now’.
Step 6: Enter your contact details as per the Aadhaar Card.
Step 7: Enter your Aadhaar Card Number and submit the application.
Step 8: Enter the OTP received on your registered mobile number.
Step 9: Doing so will help you link your Aadhaar Card to the URN and a success message will be displayed on the screen.
How to Download the Amma Kapitu Thittam Card
As stated earlier, the smart card is issued to the beneficiaries at the time of enrollment. In case the card is lost, you opt for Chief Minister’s Health Insurance card download. Here’s what needs to be done.
Step 1: Visit the official Maruthuva Kapitu Thittam website (http://www.cmchistn.com/memInstr.php).
Step 2: Enter the requested details.
Step 3: Select the ‘Generate E-Card’ option.
In this way, you can complete the Kalaignar Kapitu Thittam Card online application process and generate it for download. Finish the CMCHIS online card procedure and save the generated e-card.
How to Download CM’s Comprehensive Health Insurance Application Form
The eligible applicant does not have to download the Chief Minister’s Health Insurance application form online. They can visit the enrollment centre, as explained earlier, and apply under CM Kapitu Thittam. Upon successful enrollment, a smart card is issued to the beneficiaries, which can be used to avail the benefits of the scheme.
Validity & Coverage Limit Of Kapitu Thittam
The Chief Minister’s Comprehensive Health Insurance Scheme is valid for one year and then needs to be renewed by the policyholder. A maximum coverage amounting to ₹5 Lakhs is provided to all family members. This amount can be used by the registered beneficiaries to avail the benefits of the policy.
How to Search for a CMCHIS Member ID
If you want to search your CMCHIS member ID, you must have the ration card or URN number of the eligible person. Here are the steps to follow to search member ID:
Step 1: Visit the CMCHIS website and click on ‘Beneficiary’.
Step 2: A list containing links for member search/e-card and member ID will be displayed. Select the desired option.
Step 3: You will be redirected to a new page. Fill in the displayed form to access the member ID. The form includes the following content:
- Smart Card URN Number
- Registered Mobile Number
- Captcha Code
- OTP sent to the registered number
How to Access Beneficiary’s Minimum Electronic Medical Records
If you want to access the minimum electronic medical records for yourself or any other family member, follow the steps below:
Step 1: Visit the CMCHIS website and go to the ‘Claims’ section.
Step 2: Select the ‘Beneficiary’ option.
Step 3: Click the ‘Minimal Health Record’ option.
You will be redirected to a new page with a form. Fill in the displayed form to access the medical records.
How to Access Beneficiary's Minimum Electronic Medical Records
The access to the minimum electronic medical records of the beneficiary or their family members under the CM health insurance -
Open the CMCHIS portal
Under the ‘Claim’ section, select ‘Beneficiary’ option
Click on the ‘Minimal health record’ option. You will be redirected to a new page with the form.
Fill in all the necessary details and click on ‘submit’
The beneficiary details will be displayed on the screen.

How to Claim on CM’s Comprehensive Health Insurance Scheme
You can avail cashless treatment at a wide range of empanelled network hospitals by showing the Amma Kapitu Thittam Card issued to you at the time of enrollment. Since the CMCHIS claim process is ideally cashless, you do not have to pay anything at the hospital from your pocket. However, it is essential to present the Muthalamaichar Kapitu Thittam card at the hospital at the time of availing the benefits under the scheme.
The empanelled hospital where you are seeking the treatment will send the bills to the Third-Party Administrator (TPA) or the authorities directly, for settlement. The hospitalisation and treatment expenses incurred will be settled directly with the hospital. You do not have to pay any additional charges from your pocket.
