The mutation of a plot of land is a process of transferring the ownership of property from one person to another. Leasehold and freehold properties can be mutated as well. The mutation process is typically carried out at the MCD (Municipal Corporation of Delhi), the DDA (Delhi Development Authority), and the Land and Development Office.
The documents which will be required for the mutation of a property are:
The sale deed copy
A no objection certificate from the board of housing
A duly attested undertaking form from the transferee on a ₹10 stamp paper
A duly attested indemnity bond on a ₹100 stamp paper
A copy of the property tax clearance receipt
Appointment fee of ₹100 and a composition fee of ₹50
In case if the property has been inherited, the following documents must be submitted:
The death certificate of the owner
A copy of the will
In case if the property is registered through a power of attorney (POA), the following documents should be submitted–
Power of attorney papers
A copy of the will
A copy of the payment registered with sub-registrar
The aforementioned documents can be submitted in the sub-registrar office. The documents will be verified, post which the mutation certificate will be issued within 15 to 30 working days.
The mutation certificate can be easily downloaded through the MCD (Municipal Corporation of Delhi) website. The steps are as follows

Step 1: Visit the official portal of Bhulekh Delhi at http://www.dlrc.delhi.gov.in/index.aspx
Step 2: Select the ‘See the GIS Map’ option that you will see on the homepage.
Step 3: On the page that you will be taken to after clicking that, you will be able to see the GIS Map of Delhi. To see the map of a particular location in detail, simply magnify it.
Step 4: To view the land record details, select the ‘Khasra Information’ button that will appear shortly after. Clicking that will open a window.
Step 5: To view land record details, key in information like the state name, district name, division name and the rectangle.
Step 6: To view the information you seek, select the ‘View the Ownership Details’ option afterwards.
To look up the the ROR details of land records in Delhi, you should keep the following bits of information handy in addition to the owner name:
Khata (Account) number: Also known as the Khewat Number, Khata number can be defined as a numerical figure assigned to the family that are the current owners of the land in its entirety. In certain Indian states, the Khata number is also referred to as the Jamabandi number.
Khasra number: The Khasra number can be defined as a numerical figure that is assigned to an individual who is an owner of a portion of a land.
