E-Swathu in Karnataka

E-Swathu is a centralised digital portal that helps Karnataka residents obtain information regarding their properties in rural areas of Karnataka. The E-Swathu online portal also provides access to forms such as Form 9 and Form 11, which are essential when registering a new property.    

Thanks to the E-Swathu Karnataka initiative, there is better regulation for registering unauthorised plots and several property scams. The E-Swathu online portal allows you to update your property information during property inheritance, ownership transfer, etc. 

It also provides details for land acquisition for government projects, court cases, etc. Read on to learn about E-Swathu details and essential facts about this portal managed by the Rural Development and Panchayat Raj Department.

Form 9 is also called the A-Khata document and is specifically designed by the respective Gram Panchayat. This document is created primarily for managing non-agricultural properties that fall within the jurisdiction of the respective Gram Panchayat.

When you need the Gram Panchayat to issue Form 9, here are a few essential criteria that must be met:

• Your property must be transformed into non-agricultural land in a legal manner by the concerned Revenue Department Office

• The property must be owned by beneficiaries of the schemes such as Ambedkar, Basava and Indira Awaas Yojana housing initiatives

• The respective tahsildar must verify the concerned property 

• The property must have proper approvals and sanctions for plans from the concerned department

Form 11 is one of the essential E-Swathu documents offered to non-agricultural properties by the respective Gram Panchayat. This document is also known as the Register of Collection, Demand and Balance of Building and Land.

Remember that the property tax collection process is facilitated through these essential Form 9 and Form 11 E-Swathu documents.

Both these forms are essential E-Swathu documents used for collecting property tax. The Government of Karnataka has authorised Gram Panchayats to collect property taxes according to Section 199 of the Panchayati Raj Act of Karnataka. 

After an amendment in the section in 2013, it has become mandatory for property owners of non-agricultural lands to pay property tax to the concerned authority. Apart from tax collection, these forms are crucial when you buy or sell a property within the concerned jurisdiction of the Gram Panchayat.

The E-Swathu portal allows users to view and download Form 9, Form 11, and other property documents.

• Step 1: Visit the E-Swathu online portal

• Step 2: Choose the property form: Form-9/Form-11B/Survey No.

• Step 3: Select the following from the drop-down menu:

1. District

2. Block

3. Gram Panchayat

4. Village

• Step 4: Enter the property ID and owner name and select your search type, either printed forms or all and click on ‘Search’

• Step 5: Find your property details in the search results and click on the specific property

• Step 1: Visit the E-Swathu Karnataka online portal

• Step 2: Choose the ‘Search Your Property’ option

• Step 3: Enter your property ID in the respective field and click on ‘Search’

• Step1: Visit the E-Swathu online website

• Step 2: Click on the ‘Verify’ tab

• Step 3: Enter your document number and click on ‘View Document’ to access your document

You can obtain Form 9 and 11 after you fulfil the following conditions. To get Form 9, your property must fall under Gramathana sites or sites with the concerned authority’s approval. However, if your property falls under areas issued under other beneficiary schemes of the Government, you can still get Form 9. 

To acquire Form 11, you only need Form 9 for your property. However, if your property does not have Form 9 and is a part of the demand register, the property still qualifies for Form 11.
