E-Swathu is an online portal introduced by the Karnataka government that aims to clarify ownership details of properties located in rural areas of this southern state. The online portal is managed by the Rural Development and Panchayat Raj Department. Citizens of the state can obtain their property’s e-Khata through the E-Swathu online portal. It also makes it easier for the gram panchayat to share your property details with other government departments, town planning offices, and even courts. Form-9 and Form-11 are the two most important documents available on the E-Swathu portal.
Form-9 is an important form created by the respective Gram Panchayats, specifically for non-agricultural properties that fall under their dominion. The Karnataka Panchayat Raj issues this document as per (Grama Panchayat Budgeting and Accounting) Rules, 2006 (Rule 28, Amendment Rules 2013).
The Form-11 document is issued by the respective Gram Panchayat for non-agricultural properties that fall under its jurisdiction as per Karnataka Panchayat Raj Rules, 2006, (Rule 30, Amendment Rules, 2013).
Both Form-9 and Form-11 can be created only by registered data entry operators and government officials. Given below is the procedure to create Form-9 and Form-11 on the E-Swathu login the portal:
Step 1: Visit the official E-Swathu Karnataka website.
Step 2: Open the portal and enter your login ID and use the biometric entry to log in.
Step 3: On the left-most side of the menu page, choose the second option of “Addition of new property details”.
Step 4: Fill in all the data in the given fields and select on ‘Ulisu aasthi’ and tap on ‘Save’ at the bottom of the page.
Step 5: Click on the ‘Owner’ tab and fill in your details.
Step 6: Upload the required documents and enter information like dimensions, GP coordinates, rights, liabilities, documents required, survey no, etc., and click on ‘Save’.
Step 7: Enter the registration and electricity details to apply for Form-11. Upon saving this entry, Form-9 and Form-11 will be created.
Step 8: Click on the application number and choose the ‘karyadarshiya anumodanege sallisu’ option to proceed.
Step 9: Now, choose the property, write comments if you wish to, and tap on ‘Forward’.
Once both the forms are created, it will be forwarded to the gram panchayat and the concerned secretary will verify the application. The forms will either get forwarded to the Panchayat Development Officer (PDO) or be sent for revision.
The E-Swathu portal allows users to view and download Form-9, Form-11, and other property documents.
Step 1: Visit the E-Swathu online portal.
Step 2: Choose the Property Form: Form-9/Form-11B/Survey No.
Step 3: Select the following from the drop-down menu.
Step 4: Enter the Property ID and owner name and select your search type, either printed forms or all. Now, click on the ‘Search’.
