Ready reckoner rate is the minimum value set by the government for registering a property. It is also known as the circle rate or guidance value. It is used to calculate the stamp duty and registration charges for real estate transactions. This rate aims to prevent stamp duty evasion through the undervaluation of agreements and to reduce disputes over stamp duty amounts. 

All state governments publish area-wise ready reckoner rates of properties on a yearly basis. It varies by location, with rates determined by factors like the property's location, size, amenities, and market demand.

Why is the Ready Reckoner Rate an Important Concept

Ready reckoner rates are the fair value price of a property set by the state government. In such a scenario, the builders can charge premiums over such rates freely. An individual will also be required to provide a higher value to possess a house over the ready reckoner rates. 

Hence, if a state government revises these rates, it implies that a house buyer will have to spend more money than earlier. The ready reckoner rates are one of the biggest sources of revenue for the state government. 

On 31st March, 2024, the Maharashtra government announced a 4.39% average increase in RR rates for the Financial Year 2025–26 (FY2026). Effective from 1st April, 2025, this revision aimed to align property valuations with current market conditions and infrastructure developments.
