  1. Fixed charges may not be levied on consumers who qualify as below poverty line (BPL), if their connected load is ≤ 1000 Watts and their monthly consumption is ≤ 40 units.

  • A family member has a permanent disability of 40% or more; 
  • Their connected load is ≤ 2,000 Watts;
