Pradhan Mantri Swasthya Suraksha Yojana (PMSSY)

Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) is a government-run health insurance scheme in India. It is not a physical card, but rather a scheme that provides financial assistance for treatment at government-designated hospitals. The beneficiaries of this scheme can avail of cashless treatments at these hospitals.

Introducing Pradhan Mantri Swasthya Suraksha Yojana

The Pradhan Mantri Swasthya Suraksha Yojana has two main components:

1. Setting up institutions in line with AIIMS

Each new AIIMS (All India Institute of Medical Sciences) must add:

 

• Focus on PG education and research

• 60 B.Sc. (Nursing) seats

• 100 UG (MBBS) seats

• 750 beds

• 15-20 super speciality departments

• State of the art diagnostics facilities and modular OTs

So far, a total of 22 new AIIMS have been announced under this component, of which 6 are already functional and 16 more are approved by the Cabinet

2. Upgradation of existing Government Medical Colleges (GMC)/Institutions

Each GMC upgradation project will add:

 

• 150-250 beds

• 8-10 super speciality departments

• Around 15 new PG seats

Implementation of PMSSY Yojana

The Pradhan Mantri Swasthya Suraksha Yojana is being implemented in 5 phases:

• First Phase

In the first phase of the PM Swasthya Suraksha Yojana, the government of India has approved the setting up of 6 institutions that are in line with AIIMS and the upgradation of 13 existing GMCs.
The 6 AIIMS-like institutions are to be established in:

 

1. Bihar (Patna)

2. Chattisgarh (Raipur)

3. Madhya Pradesh (Bhopal)

4. Orissa (Bhubaneshwar)

5. Rajasthan (Jodhpur)

6. Uttarakhand (Rishikesh)

These states have been chosen based on multiple socio-economic indicators like BPL (Below Poverty Line) population, literacy rate, human development index, infant mortality rate, etc.

In addition to this, the 13 existing GMCs (Government Medical Colleges/Institutions), that will be upgraded are:

 

1. B.J. Medical College, Ahmedabad (Gujarat)

2. Bangalore Medical College, Bengaluru (Karnataka)

3. Government Medical College, Jammu (Jammu & Kashmir)

4. Government Medical College, Srinagar (Jammu & Kashmir)

5. Government Medical College, Salem (Tamil Nadu)

6. Government Medical College, Thiruvananthapuram (Kerala)

7. Grants Medical College & Sir J.J. Group of Hospitals, Mumbai (Maharashtra)

8. Institute of Medical Sciences, BHU, Varanasi (Uttar Pradesh)

9. Kolkata Medical College, Kolkata (West Bengal)

10. Nizam Institute of Medical Sciences, Hyderabad (Telangana)

11. Rajendra Institute of Medical Sciences, Ranchi (Jharkhand)

12. Sanjay Gandhi Postgraduate Institute of Medical Sciences, Lucknow (Uttar Pradesh)

13. Sri Venkateshwara Institute of Medical Sciences, Tirupati (Andhra Pradesh)

• Second Phase

In the second phase of the PM Swasthya Suraksha Yojana, the government of India has approved the setting up of 2 more AIIMS-like institutions. These will be in West Bengal and Uttar Pradesh. Along with this, they have also approved the upgradation of the following GMCs:

3. Government Medical College, Amritsar (Punjab)

4. Government Medical College, Madurai (Tamil Nadu)

• Third Phase

In the third phase of the PM Swasthya Suraksha Yojana, the government of India has approved the upgradation of 39 existing GMCs. These are:

• Fifth Phase (A) & (B)

The fifth phase of the PMSSY scheme has been split into 2 phases - A and B.

Under phase A, the government had approved the upgradation of the following GMCs:

 

1. Sree Chitra Tirunal Institute for Medical Sciences & Technology, Thiruvananthapuram (Kerala)

2. Institute Of Medical Sciences (IMS) BHU (Uttar Pradesh)

Under phase B, the government has approved the upgradation of 2 more GMCs. These are:

 

1. Regional Institute of Ophthalmology at IMS, BHU (Uttar Pradesh)

2. Indira Gandhi Institute of Medical Sciences, Patna (Bihar)
