The Karnataka government, in November 2018, launched the Kaveri Online portal. The portal’s primary aim is to make the registration process for encumbrance certificate (EC) easier for the people of the state. When an individual wants to obtain an EC, they can simply log in to the portal and enter the details of the purchased or rented property.

The online process makes it easier for individuals to upload documents on the website along with the application form. The application will then be sent to the sub-registrar for further formalities. You can also access the portal to check and verify present owners of a property and the legitimacy of the registered documents.

How to Get EC Online in Karnataka

The steps to get an encumbrance certificate online at Kaveri Online EC portal are as follows:

  • Step 1: Visit the Kaveri Online website at https://Kaverionline.karnataka.gov.in.

  • Step 2:Click on ‘Register as New User’ and fill out the user registration form.
  • Step 3: Tap on ‘Register’ and you will soon receive an activation code on your email address and mobile number along with a password to login.

  • Step 4: Now, enter the code and click on the ‘Activate’ button.

  • Step 5: Login with your credentials and change the password. Now, select the ‘Online EC’ option from the ‘Services’ section.

  • Step 6: Select the duration of the property registration and provide the required property details and click on the ‘Send OTP to View Document’ checkbox.

  • Step 7: Enter the OTP sent to your registered mobile number and click on ‘View Document’ to view or download the property EC.

  • Step 8: To download the EC, select the ‘Check to apply for digitally signed EC’ checkbox and tap on ‘View Document’.

  • Step 9: A PDF document will be displayed with a ‘Proceed’ button. Click on the button to download the PDF and pay the applicable fees.

  • Step 10: Finally, a receipt will get generated after making the online payment. Click on the ‘Refresh Payment Status’ button.

     

Procedure to Track the Status of Your Encumbrance Certificate Application Online

The steps to track the status of your EC application are:

  • Step 1: Visit the Kaveri Online portal at https://Kaverionline.karnataka.gov.in.

  • Step 2: Log in with your credentials.

  • Step 3: Select ‘Online EC application’ option from the ‘Service Type’ section.

  • Step 4: Once the certified copy of the EC is available online, you will be able to download it.

How to Register a Sale Deed on the Kaveri Online Portal

The process of registering a sale deed on the Kaveri online is a simple and straightforward one. Follow the below steps to register your sale deed on Kaveri Online:

  • Step 1: First, visit the Kaveri online site and then register yourself as a User. 

  • Step 2: After that, you must log into the portal with your credentials. Post the same, you can click on the ‘Document Registration’ tab which can be found under  the ‘Pre-Registration Data Entry’ tab. 

  • Step 3: Then, feed in details pertaining to the document type. Then, its execution date and the number of transacting parties involved will need to be mentioned too, along with the page count of your sale deed.

  • Step 4: Then, fill in the details of the involved parties as is mentioned on their IDs. Then, fill in the witness details as is mentioned on their ID as well. Then, fill in all of the property details. You must also mention the location details of the property after that, such as its name, the revenue district that it is located on and the district where the property is. You must also mention the district where you will be needed to register it and information concerning the closest SRO office will need to be added too. 

  • Step 5: Then, you must calculate stamp duty charges by filling in details such as property type, the total area of the property, the measurement unit used and the name of the neighborhood.

  • Step 6: Then, upload documents such as sale deed, the no-objection certificate (NOC), proof of address of the property buyer and seller. A copy of the buyer as well as the sellers’ ID proof will be required too.

  • Step 7: In this step, you make the payment. For doing so, you must select the payment method by selecting an option called ‘Consideration payment details’. Then, you must key in details such as the bank challan number, the cheque number of the bank as well as the challan date.

  • Step 8: In the final step, you must arrange an appointment to get your sale deed registered. For this, you must visit the nearest SRO office in person on the date of appointment and get your sale deed registered.

How to Locate the Office of the Sub Registrar Through the Kaveri Online Portal

  • Step 1: To locate the nearest sub registrar office, you will need to visit https://Kaverionline.karnataka.gov.in/. Then, from the ‘Services For Guest User’ menu, you must select the ‘Locate SROs’ Option.

  • Step 2: From the menu which you just opened, you will need to choose the district name, the village name, the name of the road as well as the Hobli name. Then, you must click on the ‘Search’ button. 

  • Step 3: In the final step of locating your nearest sub-registrar, you must select ‘SRO Office Name’ in order to reveal the details of the sub registrar office that is the closest to you.

How and When can a User Account be Locked on the Kaveri Online Portal?

  • To know the status of their Kaveri online services account, you will need to key in your username and password on the Kaveri Online Services website. If you enter an incorrect username or password, a message will be generated on the top of the page.

  • After the 3rd wrong attempt, a CAPTCHA code will be generated.

  • It must be noted that you will only be allowed to enter your password for a total of 6 times. If all six attempts turn out to be unfruitful, the account will be locked. If that happens, you can click on the unlock account option. 

  • In order to unlock the account, you need to enter the mobile number which is connected to your account. After that, you will receive an OTP. This OTP will allow you to unlock your account or reset your details after you have keyed in the relevant information. Once the OTP confirmation goes through, you would have successfully unlocked your account.

  • Know Your Property Valuation: If an individual wants to know the valuation of their property, they can simply log in to the Kaveri Online portal and get the required details. Upon selecting the ‘Know Your Property Valuation’ link under the ‘Services for Guest User’ section, you'll be redirected to a new page. There are two options: one is basic and the other is advanced search. You can fill in the required fields and get the results accordingly.

  • Avail Encumbrance Certificate: The EC is an important document when it comes to buying/selling a property. This certificate acts as proof of free title or ownership. The document can be requested from the sub-registrar’s office where the property was originally registered.   • Stamp Duty and Registration Fee Calculator: The online calculator on the Kaveri Online portal will help you calculate the stamp duty and registration fee applicable on the concerned property. You just need to visit the portal, tap on the “Stamp Duty and Registration Fee Calculator” link, and choose the nature of the document. After filling in all the required fields, click on submit to get the results.
